Longtime User Utilizes Cityworks Citywide



The Challenge
In 1996, the City of Edmond recognized the need to better manage their Public Works and Utilities infrastructure. Under the direction of the City Manager, Leonard Martin, the Information Technology Department was tasked to find an integrated system that could be used citywide. With an emphasis on using a GIS-based approach, City staff sought a solution that would utilize GIS data as a backbone to a variety of departmental applications. The City wanted a solution that could be deployed in multiple departments, share data across the enterprise easily and efficiently, and truly integrate with the GIS so it could be leveraged to help maintain their GIS investment. Mr. Martin had the foresight for an integrated GIS-based asset and maintenance management system that would not only utilize the inherent capabilities of GIS, but also leverage the data created and maintained by City staff – both internally and externally.

The Solution
In 1997, ESRI responded to Edmond’s RFP offering a suite of applications to meet the City's needs. These included ESRI's leading GIS products and Azteca Systems’ Cityworks. At that time Cityworks only tracked water and wastewater work management. In a unique arrangement, the City partnered with Azteca Systems to guide the development of data models and specific application capabilities to meet the needs for stormwater, streets, traffic, and electric assets. Using a three-phase implementation plan, the City worked closely with Azteca Systems to implement customer calls and work orders in the Utility Line Maintenance (ULM) for water and wastewater. The second phase consisted of the database design and deployment for Stormwater and Streets & Traffic . Cityworks for Electric was deployed in the third phase.

Cityworks and PERMITS Plus® were interfaced to allow for smooth flow of data between applications in such a way to automate the City's existing business process. Today, the City is able to process requests for service from citizens quickly and efficiently. The work order process is continually refined as staff members explore and discover the flexibility of Cityworks, adapting both the software and their processes to streamline day-to-day business activities.

Results
At Edmond, Cityworks is used to manage Water, Wastewater, Stormwater, Streets & Traffic, and Electric systems. Cityworks Desktop and Storeroom are utilized extensively by the City’s Field Services and Electric Departments. The City has also recently implemented the Cityworks CCTV Interface for PACP module. Building Services, Code Enforcement, and other divisions citywide use Cityworks service requests as their customer response system and for requesting services such as inspections from Field Services. Although the City has already deployed a considerable amount of Cityworks technology, Edmond recently joined the Cityworks Enterprise License Agreement (ELA) program, available for organizations with a population of 100,000 or less, which provides the City numerous added benefits including licensing for additional software modules and applications and the flexibility to deploy software products when and where they are needed, including Cityworks Server, which Edmond plans to be operating in the near future.

Edmond has been recognized by ESRI, receiving the coveted Special Achievement in GIS award at the 1999 ESRI International User Conference and also received the Founders Award presented by the South Central Arc Users Group in 2002. At the 2006 Cityworks User Conference, they were presented with the Innovative Leadership Award for their citywide Public Works usage of Cityworks.

About Edmond
As part of the Oklahoma City metropolitan area, Edmond is a charming, friendly city with a population of about 75,000. The city's history dates back to the early 1800's when the area was used for cattle ranching and was a natural stopover point along the Chisholm Trail.
